Possibly silly Wordpress question on installing

Hi,

I built a basic XHTML website for a friend about a year ago. She has now asked me if she can have a new and updated site built but this time she would like to be able to log in and make changes to it herself.

We would like to use Wordpress to achieve this but I have a few questions.

Her current website is online and we want to keep it that way at the moment. How do I design and work on a Wordpress version of her site without her current site being taken offline and replaced with the "work in progress" version of her Wordpress site?. I'm new to Wordpress and as far as I can see when you install it on a domain on your server hosting and then go to that domain in a browser, the Wordpress install shows up?. Is there a way to install Wordpress locally on a PC in order to work on a site till it is complete and then install that working Wordpress site to the domain?.

You could set it up locally but tbh it'd be a lot more hassle than just setting it up on a different directory on your site such as site.com/wordpress

If I took that approach, when the Wordpress version of the site was finished, what steps would I have to take to get it all installed into the directory where the current XHTML version of the site resides?.
 
Just a quick question, does her currently hosting have Msql databases? iirc wordpress doesn't use an index.php/htm/extension file by default. If it did you could just change the htaccess folder to open a different file instead.
