Post Build Tweaking

Had my new build up and running for a while but there a few things I'd like to tweak.

1. My CPU fan is fairly noisy, its running at full speed (1766 RPM) and with that the CPU is around 35-40C. What is the best way to quieten it down a bit? I saw something about using temperature targets and minimum fan speeds in the BIOS, what targets should I use?

2. I was also thinking about replacing the front 140mm fan. Anyone done this in a CM 690II before? Is it just a case of removing the front panel to do it or would I need to remove the hard drive cage too?

The front fan screws are accessed by removing the fascia.

Then you will want to drop the lower cage to allow the fan to come out
 
So what speed do people run their CPU fans at? What sort of PWM temperature target should I use to keep the noise down?
 
I run my CPU fan at the standard which is Maximum i think not really checked as I have
a gaming headset on for most of the time so i dont notice the noise anyway
 
Well now I'm running my CPU fan @ min 50% (1000 rpm) with a 40C target temp and its still running at the same idle temp (33C average CPU, 35C average mobo) + its a lot quieter now! I also put a fan controller in for the case fans. :)
