it’s actually a federal standard to protect lamp/bonnets etc damage at 5mph, nothing to do with pedestrians. Today only the EU has pedestrian energy absorbption test to manage various head impact criteria, leg bending and knee shear. The states just has stuff like offset barrier, small overlap and driving into a 100t concrete block and looking after the people inside the car.

Standard test 3” protrusion on a pendulum between 16 and 20 inches from the ground. So to stop the lamps getting damage those bumpers were added rather than redesigning the car.
