i thought they were legal aslong as the car is not moving and actual tube/bulb is not visable.
 
Im no expert either, but in irish law the tube can not be visible and the if the car is moving the lights have to be orange sides and white front and back. No flashing.

UK Law: If the tubes themselves are visible then specific colours have to be used i.e red for the back, orange for the sides, white for the front etc.

There is no definitive law for lights placed underneath the vehicle, they are not classed as legal or illegal. Technically the light is not projected, it is only a glow - so the colour shouldn't matter. However the legal situation for lighting under vehicles is not clear cut and cannot be satisfactorily answered until there is a law made defining their legality. We are pressing for clearer up to date laws on the matter and would like to get them legalised.

Nah thats the wadding / sound deadening stuff from the silencer. Knew a guy whose Civic did the same thing. He ended up sticking a mongoose sytem on as i recall.
 
Saw this from the other side of a huge crossroads and thought I'd never catch it for a pic. Then ended up beside it at the next junction! Top down in February, thats what we like to see :)

thats only a small section of them aswell by the looks of it!
