i'm getting a haf 932 the fans say they are 700rpm if i hook them up to my fan controller and turn my controller to max will they still go to 700rpm or would they go faster.

i don't really know how fan controllers and different fans affect speed

Thats the max speed they will ever go, fan controller can only be used to slow down fans.

oh right i see the fan controler just controls the voltage going to the fan. what governs how slow the fan can go the fan itself or the voltage?
