Power Button Doesn't Work Straight Away

I have just built a new system and when I turn it on I have to wait at least 30 seconds to a minute to turn it on otherwise if I press the power button it gives power for not even a second then turns off and wont turn back on until I turn it off by the psu or the wall. I dont know if this is to do with useing a 4pin power cable to an 8 pin but when I searched around it said that was fine to do.
 
Could be shorting on something in the case, motherboard stand off's?

Is the power button (case) connector correctly inserted into the motherboard? - & + in the correct position?
 
I am 99.9% sure the power button is connected to the motherboard in the right +& - slots as I did it wrong the first time and it didnt work at all.

I've experienced this before, turned out to be a dodgy PSU.
Do you have a spare?

swap over the power button wires with the reset button wires then start pc with the reset button,if it works fine you know the power button/switch is faulty

it will run fine with just a 4pin cpu power connector

could be psu incompatibility also cit = ****:p
