Power Options - Maximum Processor State

I'm running Vista, and if I go to the advanced power options and set the "Maximum Processor State" to 100%, my computer makes a high pitched noise, which I find pretty annoying at night. If I change the setting to 99% or lower, the noise goes away.

Does anyone have any idea why this happens?

High pitched squealing is usually the power phase.

Have you run CPU-Z to check out what your CPU is running at under idle and load using 99% or 100%?
