Power Requirement

My mate has just bought a few second hand bits and is having some hardware issues - he's installing Windows 8.1 Preview and can get through the installation but during first boot it complains about a hardware problem.

Here's the stuff he bought:

Asrock P55 Extreme 4
i5 760
XFX 6970

To power it, he bought a new Corsair CX600m PSU - I'm pretty sure that's beefy enough to power this stuff, but want to check just to make sure so we can eliminate that as the cause of the problem.

(I've not actually seen the problem myself yet so can't really describe it any more than that yet)

What HDD or SSD is he using?
Could be causing an issue during install?

Well, turns out the processor is actually an i7 890 so its a bit of a bargin but still not working yet. We've tried a different hdd's, motherboards, processors and graphics cars - the only thing that has been the same is the windows 8.1 installation media so now trying a retail copy of windows 8

So windows 8 didn't work either (same problem). Only thing that has been consistant is that we've tried 2 different corsair cx600m psu's. Running out of ideas...
