There is something wrong. There is no way you should be using that much. You need to monitor everything. If necessary have smart meters fitted. You say it's a flat? Honestly it looks like some of the wiring is messed up and you are providing electricity for some of the other flats. You really need to investigate this with some urgency. No way should you be using four times the national average given what you have said.
