Im guessing a gpu with the reference cooler design, i was thinking a AIO but most of them have removable fans so what would be the point in fans with 8pack on as most would replace them unless they are non-removable

It's not so much the fan, but what the fan is moving.

It looks like dense cold air being moved? I wonder if it's some form of compressor / fridge unit that outputs cold air to components.

I dont think its moving dense cold air, if your on about to the left of the fan where its white if you pause the video when the fan stops there is a silver/white fan blade or something which i think is causing the effect its moving cold air
