Presentation Front Cache- CPU Usage

Recently I have noticed constant CPU usage when idle, something called Presentation Front Cache.exe is constantly using 25%. The fixes i have see, all direct you to C:\Windows\ServiceProfiles\LocalService\AppData\Local\ and delete the data. I however have no AppData folder in Local Service and all the folders are empty. Help would be much appreciated, thanks.
 
Have you set the explorer to see hidden folders and files? Open the explorer, on the top left click organize, then click folder and search options. Under the View tab, find "Hidden files and folders" and tick "Show hidden...". Then you should be able to see the AppData folder.
