Prime95 on dual core won't show 100% CPU usage!?

Running 2 instance of Prime95 one for each core and it's not showing 100% CPU usage like it normally does?? Is this normal?

Could it be because it needed more juice? Knocked it back down to 2.4Ghz and it now maxes at 100%, putting it back to 2.42ghz and it won't go to 100% stays at around 60-70%

use SP2004 from the sticcy,
run two instances and set each one to a different core.

Use the orthos edition of sp2004 it'll run dual as standard.

http://sp2004.fre3.com/beta/beta2.htm set priority to 8 or 9 and try blends.
