As high quality as possible and in the file format and colour space that the printer requires. So for you that's going to be a JPEG with an embedded sRGB profile and at a resolution as close to 300 pixels/inch as possible.

Well you need to get the correct size for A4 which is going to prove a tad tricky, but not impossible.
If you were printing edge-to-edge @ 300 pixels/inch your image would need to be 3508 x 2480 px or 29.7 x 21 cm. That's a ratio of 1:1.4142.
Assuming that you want a 1.5 cm border, you're going to need to take 3cm off the height and width. You can test this by creating an A4 sized image in Photoshop and then removing 3 cm from the canvas (1.5 cm each side) by going to 'Image > Canvas Size' in Photoshop.
Remove the 3 cm and you'll have an image that's 3154 x 2126 px (@ 300 pixels/inch) or 26.7 x 18 cm. And that's a ratio of 1:1.4835.
So if you crop your chosen shot to that ratio and add 3 cm to the Canvas Size in Photoshop (Image > Canvas Size) you'll have the perfect sized image to print off at A4. Obviously if you want a larger or smaller border you'll have to reverse engineer using the same method but different figures.
So, to recap:
1. Work out the size of your chosen border (the above method will work for any units of measurement).
2. Open an A4 sized image in Photoshop and reduce the canvas size by your chosen amount.
3. Work out the ratio of the image by dividing the larger side by the smaller.
4. Close the image down.
5. Crop your photo to the ratio discovered in Step 3.
6. Add your chosen border size.
7. Check that your new image ratio (height:width) is 1:1.4142
8. Save image as JPEG at as high quality as you can (10 is usually a good balance of quality-to-filesize).
9. Send off to Photobox.
