Probably a daft question...?

I'm building a custom loop and I'm at the stage to put the motherboard in with the monoblock on it. I won;t be finishing it for a month or more, that's not an issue is it: ie not powering it on for a that long with the paste applied?

No issues. As other mentioned, keep it covered so no dust gets in while the system is off.
Regarding the monoblock, make sure the block is firmly fitted. As there's more than one thing being cooled and requiring contact, leaving any part of it under tightened may cause poor CPU contact.
Used monoblocks few times, no issues.
Despite being applied, but not powered once, won't cause issues. GPUs used to stay stored for ages (before the actual shortage) and no issues back then. Would take years for the paste to dry out and require reapplication.
