Problem on win 10 startup

So when I boot up windows 10 ever five or sixth time (approximately)I turn on pc an issue occurs whereby the system bricks at the black screen before windows 10 sign in screen with a weird horizontal line or pinkish garbled pixels appears on the top third of screen in a band on the black background. I have had video card changed (1070) by pc specialist who built it but it is still occurring as I say not on every start-up. The only way around it is to push restart (it'll load fine to windows then) but this is not acceptable to me in a system of this cost. What could be causing this? I have a top end dell ultrasharp 2k with display port connection for this system and it's only 8 months old in mint condition and has no obvious damage to any parts. Everything apart from this works fine no graphics issues games run system is good.

System spec... corsair air 540 case asus aura z170 pro gaming motherboard 32gb ddr4 ram 1070 GTX i7 4 core 3.6g 500gb ssd drive for windows and x2 2tb 3.5 drives for sata to be upgraded at some point in time. I'll try and post a picture I have taken some but cannot attach it here for some reason. I am on my phone just now but it just keeps asking for a link so I may have uploaded to Google drive and posted that link hope it works

Looks very hardware based to me. Assuming you bought new is it under warranty still? Are you running any overclock at all? If so wind everything back to stock. Then I'd start with Memtest and see if that throws up any errors

The Windows Creator update has been known to cause this issue - especially your second screen shot.

Make sure your Drivers are up to date and see if that fixes it.

Otherwise try rolling back or wait for fix (if it is Creator).

If no luck as - ExRayTeds advice is a good place to start.

Hi ted. I would like to try memtest is this a program I can download have you got a link or something? It is still in warranty they said try diff cablr and monitor. I dont have another display port cable and monitor so will try hdmi and a tv connected into it they said that would be fine. Yeh no overclock here. What is weird is it doesn't happen every time, infact most times the PC starts as normal!

Windows creator, never even heard of it? Surely all drivers are up to date on win 10. It's constantly updating stuff I never touch it now, it's not like win 98 or millennium is it? How do I check anyway, worth a shot? When you say it's been known to cause this issue you mean my banded pixel screen?

Look at this thread - Clicky - and in particular the first screen shot and compare it to your second screen shot. They're virtually identical - and the first was caused by Windows Creator update combined with nVidia driver.

Read the thread and you'll hopefully find your solution.

Additional: get your GTX 1070 drivers directly from nVidia - Clicky
