Problem with cpu cooler

Hi all from Italy!
I am new in this forum, my system is mb. asrock a780gxh/128m, cpu phenom II x2 550 b.e., 4 gb ram ocz, the problem is that since i have assembled the cpu cooler Arctic Cooling "freezer 7 pro rev.2", i've never been able to let the fan start!!! It starts only when i turn the computer on, does half round then stops :( i have tried in every way... The "quiet fan" option in the BIOS must
be disable is this correct?
I have tried to connect it to other connectors of my mobo, the three 3-pin
connectors caller power fan, northbridge fan, chassis fan connector.
Nothing happens. Appearently the cooler isn't broken and it's well assembled.
I don't know what to do except calling the shop for the RMA :(

If you guys have suggestions it would be very appreciated, thank you.
 
you will need to have a good look in the bios :) Try page 60 from the manual

Thank you, I checked the manual...but my problem is not the lower or faster fan speed...lol the problem is that is doesn't start at all :)
I'm starting to believe they sent me a broken cooler...

The last possibility is that my mobo has an issue and is not able to give the cooler a proper 12V power... but this is a weird hypothesis because the stock cooler works perfectly...
