problem with friends PC. help.

Not done it yet as im not at my friends house. But I have text him letting him know what to try and to report back when he has the chance!

Im placing my bets on the fact its borked.
 
Has anyone established what PC he has? Some of the prebuilt dells and HP's only display lights. Sometimes just removing the RAM can fix the problem. It was only a suggestion.
