Problem with my display, and I'm not sure what's causing it?

It's just started today, but whenever I scroll down a page, there is a ripple effect. Without knowing the correct terminology, it's almost as if the display can't process the data quick enough as I scroll down the screen, and it's playing 'catch up'.

It also occurs when I'm offline, and when I drag something about. It's just so slow and the afterimage trails with it (is this ghosting?). Is this a sign that my computer/cpu has had enough, or the cpu fan is not working properly? It's quite an old computer and I just hope that it's nothing to do with the monitor. I hope I've given enough clear information for somebody to tell me where the problem might lie.

Any help is greatly appreciated.
 
Thanks for the quick reply. I don't have a spare graphic card, but I'm going to built a new computer next month, so I might just wait to see if the new one remedies the situation.
 
Wow, thanks for all the replies and help. Yep, It was a driver issue and is now solved. I had reinstalled XP which must have caused the problem, and now my ancient Radeon X700 Pro is back to her best.
