Problem with my display, and I'm not sure what's causing it?

It's just started today, but whenever I scroll down a page, there is a ripple effect. Without knowing the correct terminology, it's almost as if the display can't process the data quick enough as I scroll down the screen, and it's playing 'catch up'.

It also occurs when I'm offline, and when I drag something about. It's just so slow and the afterimage trails with it (is this ghosting?). Is this a sign that my computer/cpu has had enough, or the cpu fan is not working properly? It's quite an old computer and I just hope that it's nothing to do with the monitor. I hope I've given enough clear information for somebody to tell me where the problem might lie.

Any help is greatly appreciated.
 
At the moment it could potentially be a few things but something that might be worth trying is if you've got another graphics card that you could swap in place of the current one to see if that has any impact.
 
Thanks for the quick reply. I don't have a spare graphic card, but I'm going to built a new computer next month, so I might just wait to see if the new one remedies the situation.
 
XP used to do this in a very pronounced manner until the graphics drivers were installed. Might be worth looking into reinstalling or updating the graphics drivers?
 
Just wanted to second 5abr3's suggestion. The gf's laptop did this with the default video drivers XP installed, got the latest driver from the manufacturers website and that sorted it out.
 
Fixed this same issue on my dad's PC by installing graphics drivers. The tool had been running for 6 months without them :)
 
Agree with above on the driver. Also I had issues with my old 8800GT where I had to run it in 'performance' mode as 'quality' would ripple occasionaly but then the card was bent and its was one of the GT's that had the bad memory lol.
 
Wow, thanks for all the replies and help. Yep, It was a driver issue and is now solved. I had reinstalled XP which must have caused the problem, and now my ancient Radeon X700 Pro is back to her best.
