Problem with my Viewsonic VX2025?

I'm wondering is this a problem I'm having with my monitor or is it just a setback of flat panel technology.

When I watch DVD's, avi's, mpegs, etc, the picture seems kind of pixelated in places. I don't know is that the right way to describe it, but it only occurs on the stationary parts of the screen.

Like you might see the noisy pixelated bit on the actors face during a close up but when he moves, it sometimes moves along with the actor or just disappears. It doesn't happen on only actors but everything in general, but only sometimes.

Is this a hardware fault or just something that's to be expected?

It's not the monitors fault as such. What you're seeing is compression artifacts. LCDs do bring these artifacts out more (ie make them more noticeable) than other display types (such as CRT and Plasma), but the monitor isn't causing the problem, those artifacts are actually there on the movie.
