so my BenQ EW2420 monitor came yesterday and everything works perfectly via VGA cable - with my laptop (HP DV1299ea) open it replicates the screen and when i close my laptop the monitor shows a much higher resolution full screen display.
The problem occurs when connecting via HDMI cable, with the laptop open everythings ok but when i close the laptop the screen changes to a higher resolution but there is an inch thick black border around the display so its not full screen. I cant seem to find anything on this other than it may be something related to ATI catalyst control centre...? Any suggestion?

Certainly sounds like a config issue rather than a fault if you know what I mean.

I dont have much experience with ATI cards, but I would suggest as you say looking at all options in CCC, and also windows control panel for laptop specific things, like what actions it does when you shut the lid etc.

As above, in CCC, set Overscan to 0% (default is normally about 7%). I'm using 10.12 and Overscan is under "Scaling Options" in "My Digital Flat Panel".

That should fix it!
