Pareto logic file cure.

Anyone heard of this? Turned up on my Dad's PC and won't let any programs open.

its one of these fake virus scam programs.
Get rid.

I would usually start with MSconfig (some of these are smart enough to disable msconfig as well) in which case use safe mode to disable it.
msconfig should give you the file path as well so that you can delete the .exe

Couldn't open MSconfig.

Wouldn't let me.

Just finished formatting my Dad's PC, he's using a new anti virus (the Bullguard that came with the PC from Overclockers).

Malwarebytes in safe mode would probably have sorted it. Bullguard is rubbish.

yeh if it is disabling things like msconfig, then safe mode is usually the way to go.
What safe mode does FYI is starts windows with the absolute bare minimum drivers to actually get windows working so it shouldnt start any of your startup programs (it wont even load your network drivers unless you tell it to)
