problem with wireless extender

I have just got a tp link wireless extender for the shop below me as in some spots the wireless is bad.
The shop has its own network with a small amount of broadband from my 200 meg line, I've tried setting the tp link up using the instructions but it won't connect via wps,is it because I have 2 wireless signals coning from my router ?
 
You don't want to use WPS, set it up manually.

Can't you run a cable to the shop and set up some proper wireless access points? TP-Link extenders aren't generally very reliable.
 
Running a cable is out of the question as my virgin hub is at the front on the shop (upstairs) and they have the wi-fi out the back of the shop,The floor between us is very well insulated with a thick ceiling downstairs.

If your not able to run a cable then you would be better off using UniFi AP's with an AC mesh to connect up the shop downstairs. It wouldn't be cheap though.
 
Re-sharing your residential service to a different property - in this case a commercial premises - is a breach of your providers ToS. Granted it's only a civil matter, but it's certainly not permitted.

In general wireless extenders suck. Due to the way they operate you only get 50% of the available speed, you would be much better off:

Running a cable to the shop.
Running a cable within your premises to an AP in a decent location.
Using powerline and then an AP in a central location.
