Problems updating on Windows 10 - Really annoying!

Hi there. Since day 1, I have problems updating Windows 10. It asks me to "Update and Shutdown" or "Update and Restart" but when I do this, nothing happens! Sometimes it will disappear after 5 restarts but like now, it's endless! Doesn't go away no matter how many times I restart.

When I select "Update and Shutdown" or "Update and Restart". Upon restart of the computer, I have no internet! I am connected to a powerline adapter. But, If I connect my pc directly to my router via long ethernet down the stairs or to a wifi usb dongle, I get the same issue! To get internet back, I just need to select "Shutdown" then switch it on again once all the lights are out. If I just select "Restart" it will restart without internet. I have had this set of powerline adapters since windows 7 and I have had no fault. I know that this is a windows issue.

When my pc is not trying to update, I can shut down my pc in anyway possible and I will still have internet once it boots up again. It just seems when my pc is trying to update, upon reboot it fails to pick up internet no matter which way I try and get it (Wifi, ethernet, powerline)

This has been a very annoying bug since I upgraded to windows 10. My laptop runs windows 10 and does not suffer from this at all. Any help will be appreciated! I have tried searching google but nobody seems to report the issue I am having :(
 
Just tried that. No change! Tried the cmd thing as well. "Update and Shutdown" and "Update and Restart" are still there with the same effects. No internet once rebooted!
 
If you can identify them try installing the updates that are causing the problem individually from the whole file download from MS site.
 
Strange. I shut down normally last night and while starting up today, it started updating itself and now it's cured. Well... It's cured until the next update. Switching automatic updates off for now.

I did find this about Fast Startup.

When Fast Startup is enabled, your computer doesn’t perform a regular shut down. Since applying new system updates often requires a shutdown, you may not be able to apply updates and turn your computer off. Restart is unaffected, though, so it still performs a full cold shutdown and restart of your system. If a shutdown doesn’t apply your updates, a restart still will.
