Problems with Powercolour 4890

Hopefully somebody has an idea here as i'm at RMA point now.

I recently bought this system of OCUK:
Intel Pentium Dual Core E5300 2.66GHz @ 3.00GHz
Corsair 450W ATX Power Supply
Gigabyte GA-G31M-ES2L Intel G31 DDR2 Motherboard

I also got a Powercolor ATI Radeon HD 4890 1024MB GDDR5 (also from OCUK) to go with it and it just isn't working. The system powers up and the GFX card fan is pretty loud. After a few seconds the fan gets louder, then a step louder as the display switches off. It doesn't even get to windows but there are no beeps to indicate that it is failing to POST. I tried both DVI outs and both do the same.

I can boot to BIOS and literally just watch the BIOS screen for about 30 secs, the fan increases in steps and the display switches off with the fan at full.

I thought the 450w power supply might be cutting it a bit fine so i picked up an 850w supply and there is no difference at all.

The thing is i know the card is fine as a friend tested it. He also said it wasn't that loud yet when i try it the noise is pretty bad.

Any ideas before i tear my hair out?
