So, have you actually spoken to the man and asked what it is that's irritating him?

I have to say from experience with passive aggressive neighbours there is not usually smoke without fire. Sure he may have mental health issues, but as you've said he's living in a huge multi bedroom property on his own those issues can't be that limiting for him personally maybe bitter with a drink problem... You won't know unless you knock on his door and ask eh?

Just knock, be the bigger man, nice and polite and make your decision on how to handle it after a chat.
 
Might be worth rounding up all the residents and paying a visit to the front desk of the police station and asking to speak to someone about the issue and making a complaint, tell them the police have responded on 5 separate occasions but nothing happens.

They might send a PCSO around to have a word with him, then it's just a case of seeing how it develops, that way it will be all on record.

I've seen 6 other people go down that road, trust me. It isn't an option with him, I wouldn't even be having this discussion now if it was!
 
Organise a community meeting of all the residents and ask the police to send a CSO and make sure they tell him (the new, crazy guy) to come.

Not a bad idea that in fairness.

Not pleased with the 'progress' I've made today. Eventually tracked down where our anti social 'department' sits soley to check that a record of incidents involving the individual were actually on file with the police. I explained the situation in detail along with there having been other incidents involving the resident in question, some involving kids. They searched and searched then went on to explain that they hadn't had any other incidents 'flagged' against the individual on file but could see my call.

Apparently this could happen for a number of reasons but yes disappointed to say the least. I'll be making sure to relay this to the other residents to ensure they make sure it gets logged as an incident.
 
I know some people who did something along these lines and it was not the wisest course of action!

Couple of times it has happened that made the news - atleast in one case - not sure if it is what you are referring to - the person was innocent :S

Have you ever watched The Purge? Get all the neighbours together, decide on a date, then gaffer tape at the ready and you are good to go.

New purge movie soon that ties up the previous ones.
 
I got my house young, lived in a 3 bed on my own, all my neighbours thought I was a drug dealer an a few made snide comments to me. As you can imagine after that I lost all respect towards them and had house parties and generaly lived up to their expectations for a year or two. 8 years later it's all good now.

So instead of speaking to your pre-judging neighbours you decided to throw parties and all that comes with it just to **** them off.

Thats awesome, what a guy.
 
There always seems to be one in the area. It's pretty quiet where I am as well, but theres one idiot in the area who keeps hooning a moped along the footpath behind the houses (which goes through a park area with some trees and a kids playground) in the evenings.

I'm thinking maybe some diesel on ground where the trees are might solve the issue? :P

Back in the olden days, people who behaved like this were "encouraged" to leave the area by the locals, one way or another.
 
Throw catnip seeds onto his lawn. Once they start to grow he'll have a full on 24/7 kitty cat rave party all over his lawn. Cats everywhere, ****ing, ********, fighting, ****ing, howling, popping and locking. And getting hiiiiiigh...
 
Just a word of warning, make sure you can record what happens on your property and feel free to record him using a mobile etc in the street but don't get into a confruntation with him. If he's stressed or not entirely with it then the outcome could be highly unpredictable. I say this as I was kidnapped when I was 10 after my uncle ****** off his neighbour just before we visited.

Things don't always end in shouty-shouty. I'd still poop in the letter box though, on principle.

Another sleepless night, didn't get to sleep until 4 this morning. Had to notify the police again who are now, at last, marrying the incidents up. I just l don't understand it, in other parts of the country you'd have a few people go out and teach him a lesson, but I suppose it's the price you pay for living in a civilised area.

Feel like I can't even risk having house guests around now because he'll find something to kick off about.

The police suggested noise recording equipment from the council but they're missing the point entirely. Heard that he's been threatening visitors to other properties now too.
