program that monitors network activity?

Ive been experiencing slow downloads of late. Ive downloaded a program called netmeter but that APPEARS to just monitor network activity from this computer as opposed to whats going on at the router side of things. Anyone know how i can make sure nobody is stealing my bandwidth?

Depends on what router you've got.
If it supports SNMP, you could use something like PRTG. If it doesn't, you're more or less stuck.

You mean like you have a wireless router and want to see if your neighbours are stealing your bandwidth?

Check the router logs and see which PCs are or have connected.
