Programme to limit the Bandwidth?

ok guys, here's the story : at home i have a 8meg Btyahoo connection (i know bt are **** and i'm going to Be* soon anyway), this connection is shared across 2 laptops (my bro's and my dad's) and my computer. Now my dad hardly uses his laptop so he is pretty much cancelled out but my bro on the other hand uploads and downloads like you wouldn't believe, now normally there is no problem in this but i am a high level gamer and need a consistant speed as in game i'm getting ping spikes from 7 my normal ping to 160 this is very annoying and making it hard for myself and my team to play properly?

what i'm looking for is a programme that will limit how much bandwidth my brother's laptop will be allowed to upload or download? also if it could run silently or invisibly the better hehe :p?

what programs does he use for this uploading and downloading

if it's torrents etc, then just turn them off when you're gaming, or if it's ftp, then just get him to limit them when you're gaming

you could install tightvnc server on his pc, so you can remotely control his pc just before you go into a game -either hide this well, or tell him you're going to do it though! -will save you actually having to speak then :o :p
