programs setting not getting saved

Hello

for some reason setting on my pc are not getting saved for example outlook reverts back to a setting on an account even thought i change it on a reboot and apply the new settings, this also seems to be the case with skype when i change the sound setting to use my sound card but on a reboot it revers back to the usb phone.

i have also found that if i sort my quick shortcuts they also revert back to what they were before.

so if any one has any ideas please.
