PSU dead?

can anyone lend their expert opinion to a problem i have?

when the power switch is activated the cpu fan spins for a second or so then grinds to a halt, the PSU fan doesn't spin up at all. there is no detectable HD activity and the power light on the front of the case stays on until you hold down the button for a few seconds.

from the above can anyone tell me if it sounds like a dead PSU or is it more likely the mobo?
 
Have you checked for any shorts in the system? It might be an idea to buld the PC outside the case to rule it out at least. Do you have any other PSU that you could test with? The fact that the lights go on suggests the PSU is working in some form at least even if it isn't in full capacity.

its a pre-built pc mate, and not mine i might add <phew>
there must be some juice running as you say indicated by the power light.
im relucant to connect my PSU incase the fault terminates mine too.
where would you suggest i check for short circuits?
 
The back of the motherboard tray is the most common place for short circuits I think. Just check to see if any screw/stray pieces of metal have fallen down. That is mainly why I'm suggesting building outside of the case as you can eliminate short circuits easily.
