Testing psu on bench, pin 14 is just outside of -voltage.
Get -10.4v, with 10% tol. Should be 10.8...
Would this be enough to cause a no boot scenario??
 
I don't think there's anything in a modern PC that even uses the -12V rail. I doubt it would prevent booting even if it was missing entirely.
 
its far from modern!!!
tested it on the back of the board and it sees -11.6v.
dont think its the psu at fault...not sure where to go with it now. would like to get it going just for the challenge..been on here getting some advice on new build specs...
 
If it's -11.6V when connected, but only -10.4V when disconnected, that's probably because that rail needs some load on it to function properly, which is fine.
