PSU problem or feature?

Hi guys, just a quick question about my psu. Its a OCZ StealthXStream 600w Silent SLI Ready ATX2 Power Supply, every time i turn it on it comes on for about 5 secs then powers down, then back on again. Is this normal? Normaly i would think its fubar but some features i dont understand what they are like:
- Overvoltage/Overcurrent/Short-Circuit protection
- Active PFC

Could this be why? is it like a failsafe thing to check its putting correct voltage out before it powers up? All my fans come on too that are in the case.

Not sure about resetting the settings as my machine came pre-oc'ed. Will this not clear all the settings they have put it at? I did have to turn the memory down as it kept crashing with it overclocked, but down at standard it worked fine.

@ matt no loop, just does it once then boots with no problems.

It's a 'problem' associated with both the IP35 and IP35-E and yes from what I've read it does seem to be a failsafe of sorts, briefly accepting power to check everything is ok then turning off and booting as normal. I can see why you would think it was your PSU though.

Oh and just to be clear. In the scenario you're describing, it isn't refusing to boot with your chosen bios settings, it's just functioning as abit appear to have intended.
 
Loads of IP35's do it.. Im thinking they default to 1333 strap, and if they detect a 1066 cpu they reset strap, power down, and then restart a few seconds later.

Most of the people complaining of this problem have Q6600's which of course are 1066straps, and you yourself have an E6600 which is also a 1066 strap cpu.
 
Thanks for the help guys, as long as its not doing any damage and working fine it dosent bother me, just gave me a fright the first time i powered on the machine lol was " YEAAAHHH!!!" then "OH NOOOO" then "YEAAHHH" lol
 
My gigabyte DS3R does it with an E2140 at 3ghz too, its a tiny bit annoying but dosn't do any harm, didn't do it at the stock 800mhz fsb, so im not sure it can be that its trying to start up at 1333. But im not sure why it would have to check the settings every single boot up it makes.
