psu problem

is there any way to test the 12v pci-e rails on my psu, my gcard was rma'd but found to be ok, on a fresh install of windows the pc would boot up until it got to the win 8 logo and spinning dots then just black screen, but there was still a signal, so i thought if my psu had partially failed that could be the cause maybe, its an enermax platimax 600watt psu, any ideas...

i think if i leave the pci-e cables unconnected to the gcard the motherboard should bleep to indicate not enough power, and if it doesnt bleep then i guess there must be a problem with the psu...
 
my psu only has 2 pcie sockets but you get a 8pin and 6pin on the same cable, i also tried swapping them but no joy....i guess i could use the molex converters to power the gcard, probably not recommended but will save on a new psu?
