PSU woes

Hey guys I came to switch on my pc this morning and nothing happened. Monitor light was on so swapped the power cable for another one and still nothing.

The fan on the Psu does not even come on and looking inside no lights on the mb come on, made sure everything was seated right.

Is it safe to say this 100% Psu fail?

I got it from ocuk 3 months ago, just wan to make sure that is the culprit.
 
Does the fan on the PSU normally come on, some PSU's don't use the fans under low loads.
Does it had a flick switch on the back, could be set to off? (Done this myself)
 
Disconnect everything bar a fan or two and short the black and green pins on the 20+4 pin to see if the PSU powers up.
