I shaved for my vasectomy - scissors & clippers followed with a ladyshave razor. The missus helped with the detailing as I wasn't going near my junk with a blade 
Only did it the once (I'm a man and men should be hairy!) The missus was impressed (even the doctor commented on a job well done) but regrowth was an irritating b*****.

If your gonna be shaving anywhere near there... you really need to do it properly...
Don't shave anywhere near places where the skin rubs together or the ball sack... you should shorten it down with scissors to around 1cm or so at first and wash with a softening conditioner/shampoo for a couple of weeks or so before using an electric trimmer + guard to get a closer cut, continue with the conditioner and use talc if necessary to prevent it itching. After a couple of months if your careful you can prolly shave it fully without irritation but that won't work for everyone.
