I know a perfect solution, ugly fatties like in the OP are banned from using skirts, while hot and normal girls are allowed to wear short skirts

They obviously don't want to go to school for an education (you don't need to be showing your knickers to everyone for that), so just let them go on strike as long as they stay off school grounds.
