quad core clockspeed

Just curious. The q6600 is clocked at 2.4ghz. Now im assuming that i per core? And if so, does overclcoking the processor to say 3.4ghz increase the clockspeed of each core by 1ghz thus having an effective speed 13.6ghz?

Sorry if that is a really stupid question.
