Quad core issue

have an older Quad core (Intel Core2 Quad Q9000) which works on the basis that when one core over loads THEN it will use the other cores and won't until that happens. for example So if the threshold is 90% and the pc is cooking away at 89% and struggling the other 3 cores are left alone.
Anyone know of a way to trick the PC into thinking that it's over this threshold (dont know what it is) or make it use all 4 cores at once.
I am not looking to making any one program use all 4 cores but if windows would stop trying to put all the processes on one core that would probably allow all the processes to run more smoothly.
 
Windows should effectively load balance on any multi-core CPU, as long as the programs and the version of Windows are relatively modern.
 
so why would win7 max out one core so much that even running flash in chrome is buggy until i load more processes on the system and then all is fine?
