They’re already “binned” in the factory.
The high end chips are just chips that pass all their internal verification tests by AMD/Intel. Those which pass some but not all are marked as the next model down, until eventually the worst ones are marked as the lowest in the range.
E.g wafer comes off the line and is tested..
Best ones are marked as i7, second best i5 and worst i3.
Binning in your context is where a retailer takes these chips and further sorts them by performance.
