Question on E6550 & Fatal1ty FP-IN9 SLi

Hi all,
Quick question. I have a feeling I know the answer but would like to hear opinions.

Right, to start with:
Motherboard is the Abit Fatal1ty FP-IN9 SLi
CPU is E6550 Core2Duo (2.33ghz, 1333 fsb)
Ram is Geil PC2-6400 800MHz Ultra Low Latency DDR2 Dual Channel Kit
PSU is some cheapy one supplied in the case (someone previously commented, it isn't the best PSU in the world).

Right, to the bones of the question.
Got an overclock to 3009.8mhz with the fsb ramped up to the relevant speed.
Passed stability on OCCT V2.0.0.a
Passed stability on Orthos Beta (Large, in place FFTs). Ran throught the full range from 1024 to128. Around a 3 hour + test.

Temps below 70 degrees. I accept, I need better cooling than the Akasa 965 Copper Heat Pipe. It is a swine. Knock it slightly, and it comes loose.

The question is. Restart windows, machine is fine. Power off with the power switch, it will not restart.
Switch off on the PSU and switch on, it boots up.

Would a new good PSU solve this issue?

Been pushing this steadily and found a couple of FSB holes. but so far, so good :)

If anyone could offer anything constructive, and even offer suggestions on a good cooling solution, I would be grateful. There isn't much room between the CPU and NB, but a good but small NB cooling suggestion would be appreciated. Need to sort out some more cooling as my HDD are running hellish hot. Moving 2 to the 5.25" bays is top option, along with some cooling fans.
