PSU is dual standard so no need for a step down transformer.
Games are apparently region free, however bluray movies can be region locked, so if you're going to import a PS3, be prepared, you might have to import movies aswell.
I've no idea if the online services have any concept of regions.
Infection - were you ever in a Kingpin Clan where everyone was named after a disease or ailment eg: Typhoid, Cholera, Virii etc ?

In order to use the online service you have to register an address from the US/Japan any address will do but to purchase stuff you need a Visa/mastercard card and some people have had more success with certain bank cards and none with others.
Games are region free for now but I am a little cautious about that Just because the launch titles are region free it's not to say that the rest will be I think we will not know how it pans out until the console is launched worldwide.
All you need to power the machine is a 3amp fused kettle lead (anything more than that and you are taking a risk by a few accounts I have read)
