Can an overheating CPU effect FPS?

Ive been getting really **** FPS on a lot of games recently even tho my system is quite good

GTX 780
i5 3570k
8gb RAM

I just opened my case and noticed a wire was blocking the CPU fan from spinning and not cooling the CPU..........

Removed it, fans working now, just played Arma 3 and am now getting a consistently good FPS

Where as before i would start ARMA 3, FPS would be good but after a few mins would drop to 20-25 fps :/

This making sense to anyone?

Yes in that case where the fan was'nt spinning, then defiantly yes, it means your cpu was probably constantly throttling itself.

I was getting worried my 780 was ****ed

I was playing BF4 earlier and was getting 30-35fps :/

And i thought then something isn't right
