questions about partitions/hdd performance

Hi, have probably "stupid" questions about partitions:

1) does partitions influence performance (friend of mine told that if you make partition (example 500gb hdd - partition 1 250gb, partition 2 250gb) hdd gon' work slower) ???

2) someone istalls programs/games to second partition???? (NOT A "C" driver where is windows) so if you want to change windows in future, your installed games won't be deleted, so you don't have to bother installing again???
if "YES" - yet again, will performance of the game will be as fast as if you install on driver "C" ?

u still need to install a lot of games for dll files ect that are stored in the windows folders
 
oh yep, forgot abou reg files in windows, etc.so it is better install to "C" driver?as it wont work like that if I deside to change os?

1) It can actually speed up the OS by restricting it to the first part of the disk, which is faster, and while the 2nd partition isn't being used the OS partition seek times improve since the heads are only over the first part of the disk. Moving files between partitions is very slow though. Other than that, there's no real speed loss.

2) A lot of games will work fine without being reinstalled, just re-create shortcuts and away you go. I have 3 games folders, one for the games I know work without reinstalling, one for ones that I know don't, the third for games I've installed for the first time and don't know yet.
The games will load slightly slower due to being on the slower potion of the disk, but I wouldn't worry about it :)
