Windows and BIOs show 3.3gig,

CPU z shows 4.6gig

what speed am i running?

You a running 4.6GHz. Ignore Windows 7 and all that. I have the same CPU overclocked and everything and mine is the same too. It's just the new way intel CPU's are clocked AFAIK that causes this.
 
Mine is exactly the same and it's because certain elements of the new chips are not being identified correctly and end up being misreported. This is known to be an issue for a number of utilities which are explicitly reading the chip, and they will need an update. Programs such as Coretemp, Realtemp etc. CPU-Z is up to date regarding the sandybridge chipset/chip architecture and reports correctly.

My Windows is also the same as yours, and it's something I remember from early core 2 duo days as well.
