Quick help pls on new hdd

So just got a new HDD a 2tb seagate but i cant locate it. I can find it in the device manager but cant get access to it. Does it need formatting? If so how?

Go control panel then click system and then at the bottom create and format hard disk partition's

I used seagates disk manager to install but il try through windows now
