I have noticed while using windows 7 I have a more or less constant memory usage of around 37% with nothing running other than avg and the web. I have 4 gb of ram.
Is this normal? It seems quiet high tbh.
Windows 7 uses a lot of unused RAM for stuff like superfetch - this helps to make your PC more responsive.

Win 7 preloads programs you regularly use into memory so they load faster when you open them.
I don't get why people complain that RAM is being used. What does unused RAM accompplish other than wasting power? The more useful and things you're likely to use regularly that goes in RAM the better!
The more available RAM then the less paging occurs. Think of having a big desk nearly full of stuff and someone brings you a cuppa. There's space but you need to shift a few things around or put stuff away before placing the cup on the desk. A bigger desk would help.. However, in most cases , this really depends on the efficiency of the software being used. You eventually need to put things away at some point.
yes you are correct.. which is why paging slows things down.. Unless you have specified otherwise, paging will always occur. The more you have in memory, the more memory management is required, then the more paging. Typically, 40% is fine but if a system constantly breaks 50% even on basic tasks, then I'd recommend higher capacity RAM or alter the page file.
