Most anti-wear additives don't really start working until 80C. This is where the oil I'd protecting not the bulk temperature though.

Zddp in oil forms the sacraficial phosphate layers on engine parts like camshafts.

In terms of viscosity, it is important for the engine to warm up and 'thin out' for areas like bearings and piston rings/liners.

As for time, 10mins plus is normal.
 
Having a cold limiter like 3500rpm would be dangerous. If you needed to accelerate to avoid a situation then you could end up on trouble.

The 7000rpm cold limiter on Honda vtecs is bad enough!
