You have two main modes, Auto and Econ.
Auto will do whatever it takes to reach your set temp so if that means turning the AC on then it will.
Econ will try and reach whatever temp you've set but can't cool any lower than the outside air, it won't turn the AC on.
So in short you need to make sure the display doesn't say Auto but it says Econ.

The temp on the left is the outside temperature.
The temp on the right is the temperature you have set with the blue and red buttons.

Why do you want to turn the AC off anyways?
Long as Econ is on the display the AC will be off, this is all you need to know, technically speaking turning econ off will turn auto on which means the AC will be back on.

Depends on the car. On my Golf it made 0 difference but on my focus when driving around a lot speeds it makes quite a lot of difference.

Because it's a Passat, its so woefully slow and annoying that every little helps to add a little more performance.

Did you actively accurately measure your 0-60 from a similer start with your aircon on and off in a 115hp passat?
My old Focus turned the aircon compressor off when at full throttle, I would be very surprised if the Passat didn't have a similar mechanism.
Really? Don't all cars with AC automatically cut the compressor when at high throttle openings? 20 year old Nissans do that so if a modern VW doesn't I'd be surprised.

Yep, six runs on an open road with ac on, 3 in each direction and the average taken.
Same again with the aircon off.
Data was taken at 1/100th second from the speed sensor in the wheels
