Quick question relating to DS consoles with built in games

Looking to pick up a second hand 2DS for my kids but wondered if the pre-installed game would still work for a second owner or would it be tied to the first account that was set up on the machine?

Its tied to the machine so the pre-installed games will work on any account logged into that device.
