Generally you have to give 30 days notice to leave, so if you're in your last month, you can request your PAC to go elsewhere, although you'll still be liable for the charges until the end of your contract.
I don't know if you've written off staying with T Mobile but I think you can upgrade with them after 11 months so you could possibly get a new phone with them now.
